Mounted halberdiers (and mounted spearmen) are different to other units in that they will attack while running past then will continue running until they are a safe distance away.
Mounted units will not increase in difficulty, they start off difficult and stay there.
Mounted halberdiers will usually do one or two powerful attacks while passing. A good way to deal with them is just to block until they have gone past, then hit them in the back. try not to chase them too far because you wont catch them after they are out of range.
